Jammed bolts in uPVC window - is there a way to fix?

Hi there.  I have a fairly new uPVC window that cannot be opened due to the bolts jamming.  The handle can be raised from 3 o'clock to just past 1 o'clock but then it won't go any further.  It feels like the bolts inside the window are jamming on something.  It is in a rented house and the tenants said that the window was initially stuck on the vent position, then they managed close it.  This happened during that pretty cold spell at the end of January - I've been told that when on 'vent', ice can form inside the window.  Could this have caused the problem?  Can this be fixed witout getting a new unit?  Any advice will be appreciated.  Cheers.

You will need to get the window fully open to start. Turn the handle to the open postion then gently gemy the window with a wide bladed tool. If the window still won't open then remove the glass and try to gemy again.

Once the window is open, remove the handle and the locking bar/espagnolette (the part which the handle operates). Test the handle and the espagnolette to see which part is broken.

Replacement parts can be purchased online.
